Description

The Federal Bureau of Investigation (FBI) intends to award a sole source contract as a stop-gap measure to allow time to compete and award a long-term (i.e., base plus options) contract. This bridge is necessary to provide mission essential training and to allow time to award a long-term contract. The anticipated sole source contract will have a one-month period of performance.

Description: The contractor shall provide a twelve-day interoperability training course to five (5) FBI Special Agents (“SAs”) who are attending Fly Away Core Training (“FACT”), providing familiarization of Department of Defense (“DoD”) operations, missions, tactics, movements, tactical engagements and maneuvers, weapons training and familiarization, and medical procedures, including certifying the attendees in Tactical Combat Casualty Care (TCCC). The twelve-day training program shall include classroom instruction, practical exercises, and immersive force-on-force scenarios with role players. Additionally, the course shall be designed to reflect Fly Team deployments overseas, providing direct support to Special Operations partners as tactical enablers in austere environments, to include combat theaters; the course shall cover Fly Team Mission Essential Task List (“METL”) skills, as coordinated with CTD’s Training and Readiness Group (“TRG”), to ensure skills learned during FACT training will be implemented and practiced. The course shall conclude with a cumulative skills exercise (“CSE”) that will encompass the skills learned during the interoperability course. The contractor shall be responsible for providing personnel (i.e., instructors, role players, scenario coordinators, linguists, etc.), classrooms, ranges, and facilities (within the continental United States) capable of simulating urban and vehicle encounters and operations. The contractor provided facilities must be licensed for military training (i.e., explosive detonations, military grade vehicles without tags, etc.). The contractor shall also provide on-site lodging for the attendees and ground transportation.
