Description

Amendment 0003, 29 April 2022:

The purpose of this amendment is to accomplish the following:

1. Section 00 01 10: Adjust solicitation page numbers accordingly to account for Amendment 0003 changes.

2. Section 00 01 10: Incorporate specifications 497449 RSLFAC DP8 PKG 5 Specifications - Al Qassim and drawings 2022-04-6_AM03_DP08_SA-457449-10_Al Qassim Facilities as a result of bidder inquiry communications.

3. Section 00 01 10: Incorporate 2021-09-23_RSLFAC Phase 2A_Revised Final Geotech Report_Al Qassim as Attachment 8 and 2022-01-31_RSLFAC Phase 2A_Supplementary Geotechnical Report_Al Qassim as Attachment 9.

4. Section 00 01 10: Incorporate Topographic Survey Report Rev01 - Al Qassim as Attachment 10.

5. Section 00 01 10: Incorporate Proposed Field Office and Laydown Area_RSLFAC Al Qassim Simulator as Attachment 11.

6. SF 1442 Block 13A: Extend the proposal due date and time from 6 May 2022, 10:00 AM Eastern Daylight Time (EDT) to 13 May 2022, 10:00 AM Eastern Daylight Time (EDT).

7. Section 00 72 00: Revise drawings and specifications listing under DFARS 252.236-7001 to include 497449 RSLFAC DP8 PKG 5 Specifications - Al Qassim and drawings 2022-04-26_AM03_DP08_SA-457449-10_Al Qassim Facilities.

8. Section 00 73 00: Remove exemption language for VAT from Section O. under Special Contract Requirements.

9. All other terms and conditions remain unchanged.

Amendment 0002, 25 April 2022:

The purpose of this amendment is to accomplish the following:

1. Section 00 01 10: Adjust solicitation page numbers accordingly to account for Amendment 0002 changes.

2. Section 00 01 10: Incorporate Attachment 3 – Project Overview Sheet Rev 1 under Appendix A, adding recency language “or is currently under construction and is at least 80% complete as of the solicitation issuance date.”

3. SF1442 Block 13A: Extend the proposal due date and time from 29 April 2022, 10:00 AM Eastern Daylight Time (EDT) to 6 May 2022, 10:00AM Eastern Daylight Time (EDT).

4. Section 00 21 00: Incorporate Provision 252.215-7016, Notification to Offerors – Postward Debriefings

5. Section 00 21 16: Increase the page length from six (6) pages to ten (10) pages under subsection 5.2 for Factor 1: Corporate Capability.

6. Section 00 21 16: Change “recency” timeframe language to “within six (6) years of the RFP issuance date” from “within seven (7) years of the RFP issuance date" under subsection 5.8.1.i, subsection 5.9.1, and subsection 5.9.2 for Factor 4: Past Performance.

7. Section 00 21 16: Remove subcontractor language from subsection 9.1.c, requesting offerors to submit name, address, and DUNS number for any and all A-E subcontractors as A-E subcontractors are not required for this project.

8. All other terms and conditions remain unchanged.

Amendment 0001, 30 March 2022:

The purpose of this amendment is to accomplish the following:

1. SF1442, Block 13A: Extend the proposal due date and time from 22 April 2022, 10:00 AM Eastern Daylight Time (EST) to 29 April 2022, 10:00 AM Eastern Daylight Time (EST).

2. Section 00 21 00: Incoporate Site Visit information into provision 52.236-27 Alt I.

3. Section 00 21 16: Remove the "$3.5M requirement for Irrevocable Letter of Credit" from Tab D, Section 8.1.b.

4. Section 00 21 16: Clarify the Financial Questionnaire as a section of "Enclosure B" under Tab E, Section 9.1.d.iv.

5. Section 00 72 00: Change the bonding requirement under clause 52.228-15 for Payment Bonds from 10% to 20% and dollar amount from $1,000,000 to $2,000,000.

6. Section 00 73 00: Remove Bank Letter Guarantee language from Section N. "Requirements for Issuance of Notice to Proceed" of the Special Contract Requirements as Bank Letter Guarantees w ill not be accepted for this requirement.

7. All other terms and conditions remain unchanged.

This is a Design-Bid-Build project requiring the contractor to construct a Simulator Building along with all supporting facilities including electric services, water, sewer, gas, paving, walks, curbs, gutters, drainage, site improvements, demolition, and information systems at the Royal Saudi Land Forces Air Command (RSLFAC) Aviation Institute at Al Qassim, Kingdom of Saudi Arabia.

Magnitude of Construction: More than $10,000,000.

(a)  The Government reserves the right to incorporate the awardee proposal into the contract and distribute the proposal as deemed necessary.  Any deviations from the proposal must be approved by the Contracting Officer;
(b)  The Contractor is required to provide all documentation requested in this solicitation (tender) to include Defense Base Act (DBA) Insurance after contract award and prior to Notice to Proceed.
(c)  Performance and Payment Bonds (20%) are required for this acquisition.
