Description: Item description and function: 6.0000 inches long X 6.0000 inches wide X 3.0000 inches high, and weighing 1.0000., made of FedLog: this is a 2nd Stage Turbine Rotor Blade Set.

13. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified sources require acquisition of the part from the approved sources. An alternate source must qualify in accordance with the design control activity procedures, as approved by the cognizant government engineering activity. The data rights to drawing are not owned by the government. Contractor Pratt & Whitney is the Original Equipment Manufacturer (OEM) and the sole owner of these data rights.
The development of an additional source to produce this item is not feasible within allowable timeframes. Delays in new procurement have the potential of disrupting the availability of J85 engines, thereby leaving the Air Force unable to meet critical mission requirements. The government has no interest in purchasing the data rights because the government is not capable of performing engineering source approvals for this source-controlled data.
Pratt & Whitney is the only source capable of providing the supplies described in Section III above without the Government experiencing unacceptable delays in fulfilling agency requirements.

The Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
