28NOV23_Amendment 0002: The purpose of this amendment is to extend the solicitation by 35 calendar days. The due date is hereby changed from 01 December 2023 to 05 January 2024. This amendment also incorporates the attachment "B.08.02 Attachment 13 Price Schedule."

26OCT23 _ Amendment 0001: The purpose of this amendment is to extend the solicitation by 32 calendar days. The due date is hereby changed from 31 October 2023 to 01 December 2023. 

PURPOSE OF THIS ANNOUNCEMENT:

This is a solicitation announcement for design and construction services as described within the announcement on www.sam.gov (SAM). Offerors are responsible for monitoring the SAM website for changes to the announcement. INFORMATION ABOUT THE PROJECT:

The Request for Proposal (RFP) provides parameters for a design-build project for the construction of an Entry Control Facility (ECF) in Graf Ignatievo Military Base.

The project includes the following general items of work, detailed requirements are contained elsewhere in this Statement of Work:

a. Clear, grub, and grade the site

b. Provide storm drainage system

c. Construct new asphalt roadways including signage and marking

d. Construct new walkway connection

e. Construct 2 new concrete ID-Check Islands each accommodating tandem checks by two guards (one optional)

f. Construct new concrete pad for Emergency Generator Placement

g. Block off existing gate with passive barriers

h. Install K4 (M30) rated Active Vehicle Barrier (AVB)

i. Install system of passive vehicle barriers

j. Install new security fencing in combination with parts of the passive barriers.

k. Install 2 new cable reinforced double swing gates for vehicle access

l. Install 1 new cable reinforced swing gate for pedestrian access

m. Install 2 new prefab guard booth (optional)

n. Complete ID-Check Islands with 2 drop arms (one optional) and 2 barrier walls (one optional)

o. Construct concrete foundations for the proposed optional canopy

p. Complete optional canopy

q. Install ECF Main Distribution Panel sized for entire project

r. Install Manual Transfer Switch and portable generator connection in close proximity to MDP.

s. Provide Led lighting for entire ECF site to include roadway

t. Provide power and communication/control connections to gates

u. Install general use receptacles in and around guard shack(s).

v. Install data connections in and around guard shacks which are connected to existing guard booth.

PROJECT LOCATION:

See Project Location Map, provided as a solicitation attachment. This project is located in Ignatievo, Bulgaria; Latitude 42°16'53.8"N, Longitude 24°43'50.9"E (Refer to the attached Location Map.)

PRE-PROPOSAL SITE VISIT:

The Government held a site a pre-proposal site visit on 26 July 2023.

HOW TO RESPOND TO THIS ANNOUNCEMENT:

Proposals must be prepared and submitted according to the instructions within the contract solicitation (plus amendments). Full instructions on how to submit a proposal are within the contract solicitation (plus amendments). Please follow the instructions carefully. Please be sure to submit your proposal no later than the time and date specified in the solicitation (plus amendments). Interested offerors must submit a non-price proposal for evaluation in addition to a price proposal to be considered for contract award.
