The Naval Supply Systems Command Fleet Logistics Center Sigonella, Italy (NAVSUP FLCSI) Naples Shore Branch is issuing this sources sought notice for the purposes of conducting market research.

The NAVSUP FLCSI Naples Detachment, Naples, Italy, is searching for sources for Firefighting Training Structures and Props (FTSP) Maintenance and Operations to be supplied to CNREURAFCENT (Commander, Navy Region Europe, Africa Central), Naples Italy.

PROCUREMENT BACKGROUND

This is a new requirement.

GENERAL REQUIREMENTS

Details are described in the Draft Performance Work Statement (PWS) attached to this Source Sought Notice.

ADDITIONAL INFORMATION

The Period of Performance (POP) is anticipated to be one base period of 12 months, with four option periods of 12 months each.  The contract type is anticipated to be Firm-Fixed-Price (FFP).

ELIGIBILITY

The anticipated NAICS Code for this requirement is 541330, Engineering Services, and the anticipated PSC is J069, Maintenance, Repair and Rebuilding of Equipment: Training Aids and Devices (note these are only anticipated and could change as the Government develops its acquisition strategy). This Sources Sought Notice is requesting responses to the following criteria from all vendors that can provide the required services.

SUBMISSION DETAILS

Interested parties are requested to submit a capabilities statement of no more than five pages in length. Vendors are welcome to indicate more than one potential solution that will meet the Government’s requirements. The single capability statement (inclusive of all potential solutions indicated) shall include the following:

  • Vendor CAGE code and Unique Entity ID
  • Business size in accordance with the size standard for anticipated NAICS code 541330. Interested parties are encouraged to comment or make recommendations regarding the Government’s anticipated PSC and NAICS codes.
  • Indicate how the vendor has maintained and trained for use the props listed in Para 1.1 of the SOW, and other similar devices.
  • Specify what qualifications are held by the vendor in accordance with Para 2.2 through 2.2.2 of the SOW.
  • Provide a technical capability summary of the vendor’s ability to meet the requirements specified in Paragraphs 2.3 through 2.5.1
  • If possible, please include a cost estimate to accomplish the SOW (broken down by base year and four each option years. The Government intends to use this information for budgetary purposes).
  • Interested parties are encouraged to include questions/recommendations in regards to the draft SOW in order to help the Government refine/clarify the requirement as best as possible.

The deadline for response to this request is 1000 hours, Central European Time, on Wednesday, 08 May 2024. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.
