Description

155mm M795 Market Survey:

The Army Contracting Command-Rock Island (ACC-RI) Rock Island, IL on behalf of the Project Manager Combat Ammunition Systems (PM CAS) is conducting market research to identify potential sources within the United States and Canada that can Load, Assemble, and Pack (LAP) and deliver the 155mm M795 High Explosive (HE) Projectile. The purpose of this market research is to obtain current information on the capability of potential sources to LAP this round.

The 155mm, HE M795 Projectile is an extended range high explosive artillery projectile used for fragmentation, blast and mining.  The projectile is a hollow high fragmentation steel forged shell filled with either TNT or IMX-101 explosive.  A TNT supplementary charge is contained in the TNT filled projectile and a PBXN-9 supplementary charge is contained in the version filled with the IMX-101. The projectiles are packed eight per wooden pallet. GFM planned for this effort includes the projectile metal parts, rotating band covers, wooden pallets, lifting plugs, IMX-101 explosive and TNT/PBXN-9 supplementary charges. Bulk TNT would need to be procured by the offeror.

A response to this survey should show adequate technical and manufacturing capability to LAP the above mentioned Projectile.  If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate its ability to obtain those resources. To be considered for this effort, interested parties must provide the information requested below:

a) A summary that includes a brief description of the contractor's capabilities to include description of facilities/equipment, personnel, manufacturing process, inspection capabilities and how they directly relate to the M795 155MM HE Projectile, to include any experience managing procurement of TNT or similar material.

b) A description of existing production capacity, projected monthly production and delivery capability of 12,000 projectiles per month, maximum monthly production capacity, and if they have made this item or similar items in the past

c) Address if manufacturing resources are shared with other item/production lines and identify the approximate amount shared

d) A description of any investment/facilitization that are on-going or will be required to meet capacity.

To obtain the Technical Information for this market research notice, the interested source must request explicit access through the "attachments/links" tab in Beta.Sam.gov under source sought Notice ID W52P1J-XX-R-XXXX. An interested source must have an approved DD form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP) in order to be granted access to the Technical Information. Restricted technical data will not be available to an interested source who has not been certified. 

This market survey is being released for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the US Government. All information submitted will be held in a confidential status.  Interested firms should provide this requested information to beau.j.bixler.civ@army.mil within 30 calendar days of this publication by electronic mail. Telephone inquiries will not be accepted. The Government will accept written questions by email. All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.  Not responding to this Market Survey does not preclude participation in any future RFP, if any is issued.  If a solicitation is released, it will be synopsized on the Army Single Face to Industry.  It is the responsibility of the potential Offerors to monitor this site for additional information pertaining to this requirement.
