Description
NOTICE OF INTENT
The 502d Contracting Squadron intends to award a firm-fixed-priced purchase order on a sole-source basis to Frederick Kydd McMahon DBA Final Approach Dashboards (UEID: HRUGCU9ZQPF9) for the ARGUS Program Management to be performed on JBSA Randolph AFB, TX 78150. Active support for the Argus Microsoft Access database currently utilized for essential mission needs in the AFRC aircrew pipeline mission at the 340 FTG/UFT. Work can be accomplished remotely, but also may be required to be on-site at 340 FTG/UFT.
The ARGUS Program Management is required to have the following salient characteristics:
- The ability to support Argus Microsoft Access database (maintain present state and mitigate any issues) is required within 3 days of contract award.
- Contractor shall have at least 2 years of experience maintaining Argus Microsoft Access database with the AFRC flying training pipeline, utilizing Argus itself. Contractor shall have at least 1 year of experience with the process of gaining civilians into the AF Reserves and firsthand knowledge of how the flying training pipeline integrates with AFRC/A3 and 44 flying wings across AFRC. Include past performance information in response to this NOI.
- Contractor shall maintain Argus Microsoft Access database to provide the following information and associated rosters within 1 minute.
- Provide applicable personal and professional information on each student, to include gathering applicable training courses, dates, and locations.
- Provide student location services either by individual student or by location.
- Able to import AROWS-R data which will quick reference to training timelines, order endings, gap in orders, extended breaks in training.
- Accept Training Line Number imports from MilPDS, recognize duplicate data, changes to TLN dates, and filter/attach data to students.
- Interface with ETCA course requirements and provide an available course list.
- Able to import AROWS-R data which will quick reference to training timelines, order endings, gap in orders, extended breaks in training.
- Track missing prerequisites for OTS. Track post OTS graduation requirements.
- Create Letters in Lieu of Orders as required for outside agencies.
- Archived record of students that have exited the pipeline.
- Board selection data from the AFRC rated selection board.
- Live note section/task assignment area for UFT personnel.
- Summary of students in each phase of training (OTS, UPT, FTU, etc.).
- DAS reports for immediate distribution to LNOs and outbases.
- Provide graduation statistics by MDS/Badge.
- Argus dashboard must continue to function with GUI clickable links and provide scrollable tables within each section.
- Current user experience must not be degraded during updates.
- Contractor shall have in-person access at JBSA-Randolph when maintenance is required.
- Contractor shall have clearance to be able to access military network.
- Contractor shall have intricate knowledge of the design, configuration, and setup of the Argus Microsoft Access database.
Period of performance: 12 Months (3 days ARO)
The proposed action is for delivery of the required product which the Government intends to solicit from one source under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement NLT 12:00 PM (noon) Central, 20 September 2024. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
