Description

This amendment, 003, is to add the notes from the site visit and a drawing.

GJAC Lift Station Pump Replacement

Period of performance September 9, 2024 - October 31, 2024.

This is an RFQ for plumbing services in accordance with Attachment 1 - SOW and the Contract Line Items below.

Site visit (virtual and in-person) scheduled for August 28th at 10 am MT. If interested in attending the in-person site visit, please send an email to the Contracting POC so you can receive instructions for access through the gate to the project area.

Basic Contracting Requirements:
1. Active Registration: www.sam.gov/SAM
2. Compliance with Section 889 clauses.
3. Invoicing and Payment: www.ipp.gov - 30-day prompt pay after delivery. We can accept and pay interim invoices.
4. FAR Part 12 - Commercial Items Provisions and Clauses
5. FAR Part 13 - Simplified Acquisition Procedures
6. Small Business Set-Aside for NAICS 238220- Plumbing, Heating and Air-Conditioning Contractors $19M. This NAICS must be certified to (listed) in your sam.gov profile to be eligible for award. If not and you can't update SAM in time, you may submit a filled in and signed 52.212-3 certifying small business for this NAICS. See 52.212-1 Instructions to Offerors for more info.
7. Award of this contract will be on a Price and Other Factors basis looking at the following factors.

a. Technical Capability and Experience: Include a description of your technical approach, expected timeframe to complete the project, proposed replacement pump and specs, and special certifications of key personnel. Include a description of past experience completing jobs of similar scope.

b. Past performance: Include three (3) recent and relevant references, with names and phone numbers, for past or current jobs of similar scope in similar terrain. References shall be for projects completed in the last 3 years. These may be the same projects used for your past experience. The government may, at its discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis.

c. Price and Non-price Factors: To include everything needed to complete the project. Non-price evaluation will take into consideration the distance a technician would have to travel for repair/maintenance/inspection services.

Instructions to Offerors:
- Check your SAM registration, this must be current at the time you make your offer.
- Please email or call with any questions you have, prior to the closing date, with enough time to research an answer.
- Email your signed quote package to: kspetter@blm.gov, with "GJAC Lift Station Pump Replacement" in the subject line, no later than the closing date. Include your DUNS number on your quote.
- You may put your prices on the SF-18 form itself.
- Include enough description/information in order to determine technical acceptability.
- Offers are due September 2, 2024 not later than 17:00 hrs (5:00 PM) Mountain Time (MT).
