Update January 30, 2025

The purpose of this amendment 00006 is to remove and delete all Diversity, Equity, Inclusion, and Accessibility (DEIA) requirements from the solicitation pursuant to the President’s recent Executive Order, titled “Initial Rescissions of Harmful Executive Orders and Actions”, signed on January 20, 2025, which repeals Executive Order 14035 (Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce).

Amendment 00001

The Purpose of this Amendment 00001 is to update the proposal due date stated in Block 9 on the SF 33 from 9/28/2023 to
10/10/2023 at 2:00 PM EST.

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Langley Research Center’s (LaRC’s) Center Maintenance, Operations, and Engineering II (CMOE II) solicitation. The principal purpose of this requirement is to provide The principal purpose of this requirement is to provide. Research Operations, Engineering, and Maintenance services for LaRC’s world-class, one-of-a-kind, highly technical research facilities as described in Exhibit A – Statement of Work (SOW).


NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 561210 Facility Support Services and the small business size standard is $47M.

This competitive acquisition will result in one contact award consisting of a Cost-Plus Award Fee (CPAF) Contract Line Items Numbers (CLINS) for the core support services. The resulting award will also include an Indefinite Delivery Indefinite Quantity (IDIQ) CLINS for non-core support with the ability to issue CPAF, Firm-Fixed-Price, and Cost-Plus-Fixed-Fee task orders. The contract will have a 15-month base, four 24-month options periods and one final 9-month option period.

The anticipated contract award date is March 31, 2024, with a July 1, 2024, contract effective date. 

Potential offerors should pay close attention to all solicitation instructions.

This RFP does not commit NASA Langley Research Center to pay any proposal preparation costs, nor does it obligate NASA Langley Research Center to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.

All questions regarding this RFP should be submitted in writing, electronically to Ola A. Charles, Contracting Officer, at larc-cmoe-ii@mail.nasa.gov on or before September 4, 2023 at 2:PM EST. Offerors are encouraged to submit questions as soon as possible for consideration.
