Description

The Government is seeking a company/contractor who would be able to provide services for all 3 of the following requirements to be performed at the same dates and location:

1. Moulage Support - The Contractor will provide moulage support to the CBRN TF in support of an internal evaluation. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, non-personal services, and other items defined in this PWS to provide a vital realistic element to the Region IX SENTINEL RESPONSE EXERCISE 28APR-01MAY2022..

Scope: The Contractor will provide moulage support for role players assigned to USAR and HAZMAT Venue Sites. Personnel assigned to this task shall possess the skills and expertise necessary to perform assigned tasks associated with this order.

2. CBRN/HAZMAT Support - The Contractor will provide CBRN/HAZMAT scenario controller/evaluators and management support to the CBRN TF in support of an internal evaluation. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, non-personal services, and other items defined in this PWS to provide a vital realistic element to the CBRN/HAZMA portion of the Region IX SENTINEL RESPONSE 28APR-01MAY2022.

Region IX CBRN TF uses CBRN/Hazmat Simulators (CHS) to simulate the presence of acutely hazardous materials (AHM), toxic industrial chemicals (TIC’s), chemical warfare agents (CWA’s) and the illicit laboratories used to manufacture chemical, biological agents, process radiological/nuclear materials and improvised explosive devices.   Structural Collapse Simulators (SCS) are used to simulate the collapsed state of buildings due to a natural disaster or domestic terrorism event The use of role players is required to support regional CBRN/Hazmat and US&R training and exercises and to enhance domestic contingency preparedness exercises and evaluations of the CBRN Enhanced Response Force Package (CERFP), Homeland Response Force (HRF) and other National Guard CBRNE response capabilities. Moulaged role players are used to simulate the signs of applicable sickness/injury as well as add a sense of urgency and realism to drive scenario play.

3. Latrine and Hand Wash services - deliver, pickup, service, repair and relocate chemical latrines and hand wash stations for 400 personnel for 4 days with service of holding tanks every 2 day.
