Description

SPACE FORCE RAPID CAPABILITES OFFICE (SpRCO) ADVISORY and ASSISTANCE SERVICES (AAS) This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.201 requiring the dissemination of information for proposed contract actions. This is not a solicitation or request for quotes or proposals. Therefore, no award will be made from this notice.SpRCO intends to award a Time and Material contract to provide services relating to acquisition, financial management support, logistics, engineering, and test-related activities to include acquisition studies, analyses, documentation preparation and review, assessments, cost analyses (including trade studies), and comparative logistics/ cost trade-offs of specific problems or areas of emphasis. These efforts shall address contracting and functional support associated with the entire acquisition lifecycle framework. This contract will require the contracted company to have a security facility clearance and will require their contractors to obtain and maintain classified access eligibility. The contracted company shall have a valid Facility Clearance and authorized Safeguarding level commensurate to the performance requirement of the contract prior to classified performance at the contractor facility if required. The prime contractor and all sub-contractors (through the prime contractor) shall adhere to all aspects of 32 CFR Part 117 National industrial Security Program Operating Manual (NISPOM). All personnel identified to perform on this contract will require TS/SCI eligibility granted by DoD Adjudications and Vetting Services (AVS) and reflected in Defense Information System for Security (DISS), the DoD System of Record. The intended contract will be competed as an 8(a) set-aside and awarded using the policies and procedures of FAR Part 15.3. The anticipated North American Industry Classification System (NAICS) code is 541611 (Administrative Management).
