Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract for the procurement and delivery of maritime seeker suite technologies and requisite processing capabilities for the TACTOM AUR missile system. The anticipated contract will be for two years. Contract award is anticipated First QTR Fiscal Year (FY) 2023. This requirement will be to build low rate production seeker suites for incorporation of seeker technology and processing capabilities into an estimated quantity of 60 to 100 modernized Tactical Tomahawk Block IV All-Up-Round (TACTOM AUR) missile system, or additional quantities as Congress may authorize and appropriate, also to include transition to production, and delivery of seeker suites for installation into the TACTOM AUR missile system.
The scope includes TDP updates, incorporation of seeker technology and associated processing capability; providing in-flight terminal and mid-course guidance to a TACTOM AUR missile for moving maritime targets. Maritime Strike Tomahawk (MST) technology efforts shall be installed concurrently with the TACTOM missile recertification program. The recertification of missiles will take place on the missile production line at the Raytheon Missiles Defense (RMD) Original Equipment Manufacturer facility in Tucson, Arizona. NAVAIR intends to award this effort to RMD, P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting – Elizabeth Corrigan via elizabeth.corrigan@rtx.com). Since 1994, RMD has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. RMD solely possesses the current configuration and manufacturing data for the Tomahawk Block IV AUR missile, the seeker suite, and the installation of the seeker suites into the Block IV missiles during recertification in order to deliver a Block Va TACTOM AUR. They are the only source capable of performing the required integration and testing. RMD maintains and controls both the Level III technical data package (TDP) and the manufacturing documentation for the Block IV AUR as well as the Level III TDP for the Seeker Kit, and the TDP for the Block Va AUR. Because a detailed knowledge and expertise of the Tomahawk Block IV, V, & Va AUR missile is required to conduct tasking under this contract, RMD is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.
