Description

The purpose of this amendment is to provide the Government responses to questions received from industry. These have been added as an attachment to the this notice. 

The U.S Army Contracting Command-New Jersey (CCNJ), on behalf of the Program Manager – Close Combat Systems intends to issue a solicitation for the production of the following items:

CANISTER, MINE, PRACTICE, M88, NSN: 345-01-233-2030

The M88 Volcano is training ammunition. Each M88 contains six (6) inert mines and a strap. The strap is coiled between the dummy mines to allow the mines to equally disperse from an M88 upon receipt of an electronic command signal and initiation of the M88’s propellant charge.

The aforementioned items will be procured using the following quantity ranges:

M88 100-499, 500-999, 1000-1499, 1500-1999, 2000-2499, 2500-2999

The Government intends to fulfill this requirement with a single award five year Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract utilizing Full and Open Competition with a best value evaluation approach.

The manufacture, inspection, testing and delivery of the M88 shall be in accordance with the U.S. Government owned Technical Data Package (TDP). Note: the TDP contains limited distribution markings. Offerors will be required to submit a DD 2345, an AMSTA-AR Form 1350 Technical Data Request Questionnaire and a Non Use Agreement in order to receive a copy of the TDP.

The contractor shall be responsible for providing all materials, equipment (minus Government Furnished

Property, if utilized), hard tooling, personnel, and facilities necessary to manufacture, produce, test, and deliver the types and quantities of deliverables specified by the contract. The M88 shall be manufactured and tested in accordance with the TDP. The North American Industry Classification (NAICS) Code for this procurement is 325920, Explosive Manufacturing.

REQUESTING THE TECHNIAL DATA PACKAGE (TDP) and HAZARDOUS COMPONENT SAFETY DATA STATEMENT (HCSDS)

To obtain a copy of the 9385171:19200 Technical Data Package List (TDPL) for: CANISTER ASSEMBLY, M88 (attachments 0014 to 0023) interested parties must submit the following by mail/email:

1. A signed and approved DD Form 2345 Militarily Critical Technical Data Agreement (Attachment 0006).

2. A copy of the Offeror's application license issued by the Department of State if the offeror is a non-U.S. company.

3. A completed AMSTA-AR Form 1350 Technical Data Questionnaire. (Attachment 0008)

4. A completed and signed Non-Disclosure / Non-Use Agreement (Attachment 0007).

THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP)/solicitation. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This notice should not be construed as a commitment of any kind by the U.S. Government.

It is anticipated that a solicitation will be issued on or about 20 calendar days from the date of issuance of this announcement. Proposals will be required within 45 calendar days from issuance of the solicitation.
