The solicitaiton Close Date has been extended until MONDAY, 02, 2022 11:00 AM ET

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13.5, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for Composite Design Theory Training.  This announcement constitutes the only solicitation and a written solicitation will not be issued. This requirement is solicited as a 100% Small Business set aside.  Quotes are being requested under Request for Quotation (RFQ) no. N0016722Q0127. The NAICS code is 611519 and the business size standard is $16.5M.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2022-04 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20220318. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.

The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Evaluation Factors (See 52.212-2- EVALUATION OF PROPOSALS.)

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

  1. Your detailed quote shall be of sufficient detail to allow the contracting officer and Technical Review to make a determination that you fully understand the requirement.  If awarded, the work is considered Firm Fixed Price in that you are responsible to provide sufficient labor, materials, travel, and supervision to perform the required services within the time frame(s) as annotated on the schedule. Your detailed quote shall  include course description, syllabus, course notes (either hard copy or digital versions are acceptable), and relevant reference material (either hard copy or digital versions are acceptable) relative to the Performance Work Statement (PWS). Your quote shall include teaching experience and an estimated training schedule relative to the Performance Work Statement (PWS).

Quote packages are due by MONDAY, 02, 2022 11:00 AM ET. Late quotes will not be considered.  Quote packages shall be sent to kimberly.m.kanash.civ@us.navy.mil and contain a cover sheet that provides vendor name, point of contact including name and phone number, and SAM EUI/Cage Code number.
