03/07/2023 Pre-solicitation No. 36C26123R0043 Project No. 662-23-122 Title: Design-Build, Replace Interior Doors - Building 200 for the VA Northern California Health Care System (VANCHCS) San Francisco, CA. This Pre-Solicitation No. 36C26123R0043 is in conjunction with sources sought notice number 36C26123R0043 posted in SAM.gov Contract Opportunities on 01/24/2023. All information in this pre-solicitation announcement is preliminary, as well as subject to modification, and is no way binding on the Government. Department of Veterans Affairs, Network Contracting Office (NCO 21) will be issuing a request for proposal to Design-Build, Replace Interior Doors Building 200 for VANCHS located at 4150 Clement St, San Francisco, CA 94121. General Description of the work includes, but not limited to, the following: The contractor must provide all materials, labor, tools, equipment, transportation, contractor quality control (CQC), supervision, project management, administrative support, required engineering, overhead, profit, and specialized expertise to provide direct replacement of existing interior doors and related hardware. Areas of work are in Building 200 occurring on Ground, 1st, 2nd, and 3rd floor. Replacement doors are to be fit to existing frames. This requires individual measurements to coordinate hinge and strike placements. Existing frames are to be refurbished as necessary to include replacing strike plates as needed and filling penetrations (primarily from closures) utilizing a method compliant with NFPA 80. Replacement materials include door slabs, mortise locksets, hinges, closures, and crash hardware. Materials do not include lock cores which are to be relocated by the VA (removed from existing and reinstalled into new). Kickplates and glazing, where salvageable, are approved for reuse. A request for proposal will be issued as a total SDVOSB set-aside. The applicable North American Industry Classification System (NAICS) code is 236220 Commercial and Institutional Building Construction, and the small business size standard is $39.5M. PSC Code is Z2DA, Repair Alteration of Hospitals and Infirmaries. Project magnitude is between $500,000.00 and $1,000,000.00. Potential Offerors shall be verified as SDVOSB to be eligible for an award in Small Business Administration (SBA) VetCert database at: https://veterans.certify.sba.gov/ pursuant to 38 U.S.C. 8127 and VAAR subpart 819.70.  A proposal will be rejected and will not be considered for an award if offeror s SDVOSB/VOSB status cannot be verified at the time of submission of proposal and prior to award. This is a pre-solicitation announcement only. Solicitation documents will be available on 24 March 2023 or shortly thereafter. The solicitation will most likely be a request for proposal (RFP), which will contain proposal instruction, a scope of work (SOW), drawings, and specifications, etc. A pre-proposal conference and project site visit will be held at the San Francisco Medical Facility. Exact location, date, and time will be noted in the solicitation (RFP). This conference is highly recommended.
