BPA - troop feeding

The 911th Airlift Wing located at Coraopolis, PA 15108 intends to award a single Blanket Purchase Agreement (BPA) to on base café Perksburgh for periodic troop feeding (breakfast, lunch, dinner) during secondary Unit Training Assembly (UTA) weekends and while reservists are performing UTA’s during the workweek.

The rationale for not openly soliciting this requirement is in accordance with FAR 13.106-1(b)(1)(i).  The single-source justification is attached.

This Notice of Intent is not a request for competitive quotes.  No solicitation documents are available and telephone requests will not be honored.  However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contracting Officer by 3:00 p.m. Eastern Standard Time (EST) on the closing date of this notice. 

The North American Industry Classification System (NAICS) code for this notice is 722511 (Full-Service Restaurants) is size standard is $11.5.

Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered. Capability statements may be sent (via email only) to: Paul Davisson, Contracting Officer paul.davisson@us.af.mil

Per FAR 5.207(c)(16)(Ii), all responsible sources may submit a capability statement, proposal, or quotation by the closing date/time of this special announcement which shall be considered by the agency. Capability Statements/quotes or questions received after the closing date/time will not be accepted.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  The 911th Airlift Wing will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.

Interested full-service restaurants must be registered in sam.gov and be within a three- mile driving radius of the 911th Airlift Wing, 2375 Defense Ave., Coraopolis, PA 15108.  Third party vendors will not be considered.
