JLG Refurbish

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation W50S7Y-24-Q-0007 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 effective 22 May 24. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2(a). The NAICS code is 811310 and the small business size standard is $12,500,000.

As a result of this RFQ, the Government intends to award a firm fixed price contract to the offeror whose quote conforms to the combo requirements and who is deemed responsible IAW FAR 9.104. This is a request for JLG Refurbish. Evaluating criteria will be based on price IAW FAR 52.212-2.

Please Note: Funding is not currently available for this acquisition. No contract award will be made until appropriated funds are made available. FAR 52.232-18, Availability of Funds (APR 1984) applies to this acquisition.

The 190th Maintenance Squadron at the 190th ARW Forbes Field ANGB has a requirement for the following JLG Refurbish:

CLIN 0001 –  Two Electric JLG E450A lifts for complete overhaul/rebuild of both units.

JLG Rebuild shall include the following:

•           Replacement of all hoses

•           Replacement of all fluids

•           Replacement of all Filters

•           Replacement of all Battery’s

•           Replacement of all Sensors

•           Rebuild of all Hydraulic cylinders

•           Diagnose and inspect all electrical system and components

•           Complete thorough inspection of all drive motors and axles

•           Complete thorough inspection of all swing gear and basket

Pick-Up and Delivery will be coordinated by contractor along with Installation will occur at the Contractor’s Facility. Installation shall be completed no later than 120 Days after date of contract award.

Quote must include pickup and delivery to 5920 SE Coyote Drive, Topeka KS 66619. Please annotate the GSA Schedule/Contract Number if applicable. Quotes must also include TAX ID and CAGE CODE/SAM UEI number.

FAR provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (MAR 2023), applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

• Quoted amounts need to be net prices without tax
• The Government reserves the right to award on an "All or None" basis
• Quotes, attachments, and all other correspondence as listed in this solicitation must be submitted electronically in PIEE https://piee.eb.mil
• Quotes are due by 4 September 2024 @3:00 PM CST
• Quotes must be valid until 29 September 2024
• Quotes shall not exceed 10MB in size
• The anticipated award date is 29 September 2024
• All firms must be registered in the System for Award Management (SAM) database @ www.sam.gov to be considered for award
