Description

In accordance with Federal Acquisition Regulation (FAR) part 5, “Publicizing Contract Actions,” DLA Land Aberdeen anticipates issuing a Request for Proposal (RFP) on or about April 4, 2025. The anticipated action will be for a twenty (20) year umbrella contract containing terms and conditions, on a sole source basis to RTX Corporation, 1000 Wilson Blvd., Arlington, VA 22209, Commercial and Government Entity (CAGE) Code 61858, pursuant to the authority 10 United States Code(USC) 3204(a)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” RTX Corporation is the original equipment manufacturer and sole developer with the necessary expertise, capability and proficiency to perform the requirements of this contract. The contract period is five (5) years, with up to three (3) five (5) year option periods, a maximum contract value of $50B, and is anticipated to be awarded NLT than August 5, 2025. Pricing will not be established on the base contract. Agencies authorized to order against the RTX base contract will be issued subsumable contracts where pricing will be established.  Each subsumable contract, not to exceed ten (10) years in length, shall establish pricing as deemed practical.

The Government anticipates an Indefinite Delivery / Indefinite Quantity long-term contract for sole-source systems manufactured by RTX Corporation to include the following: hardware, software, and services inherent to production as well as wholesale supply, logistics support, inventory management, maintenance planning, configuration management and sustainment engineering associated with the RTX sole-source systems or system components. The intent is also for DLA to enable the Department of Defense (DoD), and all other federal agencies, use of this contract vehicle for any of RTX DoD sole source systems.

The Government anticipates the resultant contract to include terms and conditions for one (1) five (5) year base period and up to three (3) five (5) year option periods. Subsumable contracts will be issued to ordering agencies not to exceed the ten-year period authorized by 10 U.S.C. 3403(f), unless appropriate approval is obtained.

The umbrella contract will allow for, but is not limited to, Cost Plus Fixed-Fee (CPFF), CPFF with Incentives, Cost Reimbursement (CR), Firm Fixed-Price (FFP), Fixed Price with Economic Price Adjustment (FPEPA), Level of Effort (LOE), FFP with Incentives, Time and Materials (T&M), and Award Fee type delivery orders and task orders. This will be conducted under FAR Part 12 Acquisition of Commercial Products and Commercial Services, FAR Part 15 Contracting by Negotiation, and FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

The proposed action is for supply chain management, production, sustainment, and logistics support for systems manufactured by RTX. In addition to spare parts, support may include holistic support and logistics management services, including but not limited to wholesale supply and logistics support, inventory management, maintenance planning, configuration management, repair development, production, line replaceable units (LRU), repair of repairables, and sustainment engineering associated with an RTX system and/or end item. It may also include additive manufacturing solutions, depot-level maintenance, depot-level support, material management, engineering support and sustainment elements, packaging, storage, transportation, reliability improvements, and field engineering support. The all-encompassing goal will be to improve material and services availability for systems manufactured by RTX. The resultant contract will be a follow on to SPRBL1-15-D-0017, awarded to Raytheon Company in September 2015. Raytheon Company is now in operation under RTX Corporation.
