Description

SOLICITATION: The purpose of this update is to release the official Request for Proposal N00024-23-R-5105 for Ship Self-Defense System (SSDS) Combat System (CS) Ship Integration and Test (SI&T).

Offerors are notified that the Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare System (PEO IWS) 80.0 is hereby issuing a competitive Request for Proposal (RFP). The Procurement of efforts required are to provide Ship Self-Defense System (SSDS) Combat System (CS) Ship Integration and Test (SI&T) engineering support for the introduction, modernization, maintenance, and upgrade of New Construction and In-Service Aircraft Carriers and Amphibious Class ships for Fiscal Year (FY) 2024 through FY2030. 

Information regarding this requirement was previously posted under presolicitation “DRAFT Request for Proposal: Ship Self-Defense System (SSDS) Combat System (CS) Ship Integration and Test (SI&T)” with presolicitation number of N00024-22-R-5105.  Please refer to this solicitation “Request for Proposal: Ship Self-Defense System (SSDS) Combat System (CS) Ship Integration and Test (SI&T)” with the solicitation number N00024-23-R-5105 for the most current documents and information.

Solicitation Sections A - M will be provided upon receipt of information as outlined below.

Section J Attachments and GFI are provided via an NSERC Bidder’s Library. 

Instructions for requesting NSERC system access are attached to this notice. All potential offerors seeking access to the NSERC Bidder’s Library to obtain the Section J Attachments and GFI must submit an email to the PCO and Contract Specialist identified in this notice as follows: Please reference the name of your company and “N00024-23-R-5105 Bidder’s Library Access Request” (without quotes) in the subject line of the message. In the body of the email provide the name, title, phone number and email address of a company representative, company CAGE, and SAM Unique Entity Identifier (UEI). Attach to the email your company’s DCSA-certified SF-328 “Certificate Pertaining to Foreign Interests” and DLA/DoS-approved DD-2345, “Militarily Critical Technical Data Agreement”.

The Government will verify the SF-328 and DD-2345 submission. Upon successful verification, the Government will provide by email a copy of solicitation Sections A - M and a Term of Use Agreement (TOUA) for access to the Bidder's Library, to be signed by an authorized representative of the prospective Offeror and returned to the Government. Upon receipt of a duly executed TOUA, the Government will provide via email a secure link for the Bidder’s Library.

If the Government has already granted your company access to the Bidder’s Library during the presolicitation phase of this procurement, please indicate this also in the body of the email. Offerors that previously executed a TOUA during the pre-solicitation phase must still submit a request via email to the Contracting Officer and Contract Specialist for access to the controlled solicitation and Bidder’s Library, but do *NOT* need to resubmit a SF-328 or DD-2345 unless any information has changed therein.

Over the course of the procurement, the Government may update the NSERC Bidder’s Library and it is highly recommended that companies periodically check for updates. The deadline to request access to the controlled solicitation documents and Bidder’s Library shall be the same as the deadline to submit bidder’s questions regarding this solicitation.

All questions shall be received by January 13, 2023 to allow the Government adequate time to prepare and issue responses to all Offerors prior to the proposal due date.  Unclassified questions and comments should be electronically submitted using the format provided in Attachment JS-01 to the PCO and Contract Specialist listed in this notice. Any questions or comments that are submitted may be publically released.
