Description
Naval Air Systems Command, CH-53K Helicopters Program, PMA-261 intends to negotiate and issue a Delivery Order under Basic Ordering Agreement N00019-19-G-0029 to the Sikorsky Aircraft Corporation, a Lockheed Martin Company on a sole-source basis to procure 17 GAU-21 A-kits, kit# 06070-20017-013 that are necessary to incorporate CH-53K GAU-21 Window and Door Common Defensive Weapon System (WDCDWS) Sikorsky capabilities into the CH-53K aircraft.
Sikorsky is the designer and developer of the aircraft for the CH-53K helicopter, and, accordingly, is the only known responsible source with the requisite knowledge, capability, experience, technical data, and test equipment necessary to fulfill the Government’s requirements in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10USC 2304(c)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements.
This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
