Description

This synopsis is not a request for quotes/offers/proposals. The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for the Aviation Sustainment Branch (ASB-34), Headquarters, United States Marine Corps (HQMC), T-AVB Training, Program, Planning, and Liaison Support. The procurement of services in support of  T-AVB Training, Program, Planning, and Liaison Support shall be solicited as unrestricted. The contemplated contract will be a Single Award, Firm Fixed Priced contract. The projected period of performance will be a 12 month base period, and four 12-month option periods and one six month option to extend services. The NAICS code associated with this requirement is 541611, Administrative Management and General management Consulting Services with a size standard of $16.5M.

This action will be solicited utilizing FAR Part 12 using Part 15 Contracting by Negotiation procedures. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (SAM.gov). The proposed solicitation number for this action is M00264-22-R-0003. All responsible sources must submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (SAM.gov). It is the responsibility of the interested parties to independently review the referenced web link (SAM.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any.

SCOPE OF WORK:

This requirement is to provide training, technical, and programmatic support to the Avionics Officer, Aviation Sustainment Branch (ASB-34), Headquarters, United States Marine Corps (HQMC), for the civilian crewed ship (T-AVB) B-Class of aviation logistics support ships on both the east and west coasts, as well as to their Operational Force (OPFOR) users at 2d and 3d Marine Aircraft Wings (MAWs) and the Marine Forces (MARFORs), in accordance with the Performance Work Statement (PWS). The overarching objective of this requirement is for the Contractor to provide project management; T-AVB operations support, TAVB into Integrated Computerized Deployment System (ICODES) software testing, training and documentation, and on-site liaison with 2d MAW personnel and 3d MAW personnel.  Additional requirement includes providing informal help desk support to the user population.
