Role Players for EXEVAL NVARNG EXERCISE

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.

This solicitation is issued as a request for quotation (RFQ) in accordance with FAR Part 12 and 13. All responsible source(s) solicited may submit a quote that shall be considered. Interested parties may identify their interest and capability to respond to the requirement or submit a quote. This combined synopsis/solicitation incorporates the provisions and clauses that are in effect in the Federal Acquisition Regulation and applicable supplements on the date this solicitation was issued. In order to be considered for award, vendor must adhere to all quotation requirements detailed herein. Submit written quotes in accordance with all aspects of this Request for Quote (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) effective June 2, 2023 and Defense Federal Acquisition Regulation Supplement (DFARS) April 4, 2023. 

The NAICS code for this requirement is 611699, All other miscellaneous and Instruction.  The PSC Code is R412, Support- Professional: Simulation.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance, and Price. Technical and past performance, when combined, are approximately equal to price.

Quotations or requests for information in response to this solicitation shall be submitted in company format via email to Scott Wittry at scott.m.wittry.civ@army.mil no later than June 12, 2023.

SOLICITATION CLOSING TIME: 10:00 Pacific

Quotations received after solicitation close and/or incomplete quotations that do not contain all of the stated solicitation submittal requirements will not be considered for award. Interested offeror quotations shall be valid for at least 15 days after the solicitation close date.

Description: The Nevada Army National Guard (NVANG) requires role players, EMS support, and Latrines/handwash stations for EXEVAL exercise occurring in September. The following are required:

-Provide role players prior experience and past performance reviews as part of your proposal.  Provide SCVCS Support Details.  

-Provide bios of incident management support SMEs

-Furnish EMS certifications for 4 medics and 2 ambulances. Provide pictures of ambulance truck that will be used for the performance of this requirement.

-Provide the following for Sanitation Services: Provide latrines and wash stations for 350 PAX

-Provide Quality Assurance Plan

-Provide evidence of past performance
