MCASI Egress Tower Training

The Marine Corps Air Station Iwanuki, Japan (MCASI) has a requirement for Air Traffic Control Tower Egress Systems Training.  The NAICS code is 611519 and the Product/Service Code is U001.

The proposed purchase order is being solicited on an sole source and urgency basis to High Rise Escape System, Inc (HRES).  The proposed action is for HRES is to provide on-site training to its proprietary Guardian Wall Mount Escape System and Fire Resistive Evacuation Suit that the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reason: Guardian Wall Mount Escape System and Fire Resistive Evacuation Suit is proprietary to HRES.  The MCASI intends to award a firm fixed-price purchase order to High Rise Escape Systems, Inc. using Simplified Acquisition Procedures.      

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 30 November 2022.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 30 Nov 2022 at 3:00 PM (Japan Standard Time) will be considered by the Government.  Any questions must be received via e-mail by 29 Nov 2022 at 3:00 PM Japan Standard Time.  A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for similar requirement in the future.
