This is a DRAFT Solicitation:  NO PROPOSALS ARE TO BE SUBMITTED.  This is for Market Research purposes ONLY. 

ACC-APG Huachuca Division is issuing this Draft Solicitation. The government is seeking feedback from industry on the contents of this solicitation.  The government is asking for questions in writing. 

This notice does not constitute a request for proposal, request for quote or invitation to bid.  Some of the documents are not complete and will be updated as appropriate. 

SUBMISSION REQUIREMENTS: 

No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.  No telephone calls requesting a solicitation package will be accepted because there is no solicitation.  In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the Technical Point of Contact (TPOC) will not be provided and no appointments for presentations will be made. Do not submit any pricing information. 

Responses shall be submitted by 11:00 A.M. Arizona Time, 10 February 2023.  All questions must be submitted in writing to Michael Cunningham at michael.t.cunningham44.civ@army.mil, No telephone calls will be accepted.

Confidentiality.   No proprietary, classified, confidential, or sensitive information should be included in your response.  The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).         

Areas to Consider.  The government is considering setting aside this solicitation for Service-Disabled Veteran Owned Small Businesses.  Are there questions with this approach.  Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance.
