Description

UPDATE 6 May 2022: Attachments for Sections L & M have been added, as they did not correctly load into the draft RFP.  

Description: This notice is to synopsize an anticipated full and open FAR Part 15 contract action for a AN/MPN-14K Airport Surveillance Radar (ASR) Indicator Control Box (C-8625/T) “A-Box” - 48 Units. The anticipated contract action is for a one year firm fixed price contract. The estimated contract award date is September 2022. 

The scope of this work statement is to develop, test, manufacture, and deploy a total of forty-eight (48) “A-Box” units, to include forty (40) production units, four (4) First Article Test (FAT) units and four (4) spare units, along with the complete technical data package (TDP). Upon completion of the FAT and acceptance by the Government/Program Office, the Contractor will assemble remaining units and will distribute them to the units and locations identified in Table1 on the SOW. First article units will be removed and shipped to Tobyhanna Army Depot (TYAD) and remain installed in the system mock-up and will not be considered production units. Additionally, the TDP and field-level maintenance instructions will be delivered to the ATCALS Program Office ten (10) days prior to start of full-rate production.

IAW FAR 52.225-3 Buy American-Free Trade Agreement- Israeli Trade Act, one or more of the items under this acquisition may be  subject to Free Trade Agreements.

IAW FAR 52.225-5 Trade Agreements, One or more of the items under this acquisition may be subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

IAW FAR 52.225-11 Buy American-Construction Materials under Trade Agreements or FAR 52.225-23 Required Use of American Iron, Steel, and Manufactured Goods-Buy American Statute-Construction Materials under Trade Agreements, One or more of the items under this acquisition may be subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

Notice to Offeror(s)/Supplier(s): IAW FAR 52.232-18 Availability of Funds - funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Contracting officers may publish notices of solicitation cancellations (or indefinite suspensions) of proposed contract action at any time and is under no obligation to reimburse an offeror for any costs.

Foreign participation is permitted at the prime contractor level. (AFFARS 5305.204)
