Description

This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10, specifically 10.001(a)(2)(v), and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.302-1(d).

The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) anticipates contracting without providing for full and open competition under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to provide production, management, and sustainment capabilities of a multi-spectral sensor system that will provide enhanced situational awareness during and after transition from Visual Meteorological Conditions (VMC) to a Degraded Visual Environment (DVE).  The Synthetic Vision Avionics Backbone (SVAB) shall fuse in-situ information from technology-diverse sensors and a-priori data to display a near real-time virtual physical environment to the aircrew.  The system – inclusive of the sensors, terrain correlation and graphics processing system’s output video resolution and bandwidth shall be sufficient to assist the aircrew, using native displays, in detecting and identifying terrain, natural and man-made obstacles, e.g., boulders, wires or towers, and other hazards that may be undetectable with the naked eye or pre-existing sensors.  The DVE sensors, SVAB, data storage, and power conditioning/distribution system (if needed) - as an integrated system, must have been demonstrated to a TRL 8 for further consideration by the Government.  The contractor shall provide management, engineering support, contractor logistics support (CLS), material procurement (system/component level), and Field Service Engineering (FSE).

The Government intends to procure this additional work by extending the ordering period of contract H92241-19-D-0009 with Sierra Nevada Corporation.

The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition.

Interested persons may identify their interest and capability to respond to the requirement or submit proposals.  Any interested source must address how it will meet the system specifications without substantial duplication of cost and schedule.  The Government will consider all capabilities statements or proposals received within the closing date set in this sources sought. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification Code is 336413.
