Description

This is a pre-solicitation notice for the construction acquisition of Roads/Pavements & Misc. Civil Work Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract at Misawa Air Base (MAB), Japan, with 1-year basic period plus two (2) 1-year options and maximum six (6) months option to extend services. Fixed-Price (FP), IDIQ type of contract is contemplated, on a basis of Japanese Yen.  The scope of the contract encompasses repair, maintenance and construction of pavement structures such as roads and parking lots, and related work including but not limited to curb/gutter, drainage pipes, manhole, earthwork, sidewalks, markings, traffic signs, restoration and demolition of structure/obstacle, and other miscellaneous work in Misawa Air Base (MAB), Japan and locations within 40 km radius from MAB, including its associated sites of Hachinohe Fuel Terminal, with the exception of the MAB Airfield and Draughon Range.  A guaranteed minimum amount is ¥300,000 and maximum limit of the contract is ¥1,200,000,000 for the entire life of the contract. However, the contractor is reminded that the Government will not be committed to place task order(s) up to the maximum limit of the contract during the life of the contract. The resultant contract will be awarded to a single offeror who provides the Government with the best value, using competitive Subjective Tradeoff Technically Acceptable (STOTA) process in accordance with Federal Acquisition Regulation (FAR) Part 15 with evaluation factors to be included in the RFP consisting of: Technical Acceptability, Price, and Past Performance. The solicitation is expected to be issued on or after 4 May 2023 (Japanese Standard Time). The closing date and time for submission of offers as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on government point of entry (GPE) website at https://www.sam.gov, at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors shall check GPE website at https://www.sam.gov frequently for notification and/or changes to the solicitation.

In order to be eligible for award, registration in the System for Award Management (SAM) database is required at https://www.sam.gov; however, the following must be satisfied due to award and performance to be made in Japan.

[NOTE TO FIRMS LOCATED IN OTHER THAN JAPAN]: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government

(the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507.

This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
