Description
Amendment 0003 was issued to extend the closing date from April 15, 2022, 12:00 pm, EST to August 31, 2022, 12:00 pm, EST.
Amendment 0002 was issued to extend the closing date from March 15, 2022, 12:00 pm, EST to April 15, 2022, 12:00 pm, EST. Attachment J was also updated.
Amendment 0001 was issued to extend the closing date from February 15, 2022, 12:00 pm, EST to March 15, 2022, 12:00 pm, EST.
This Solicitation is being posted to the Contracting Opportunities located at https://sam.gov. It is understood that is the single point of entry for posting of Synopsis and Solicitations to the Internet.
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to solicit and negotiate a Sole Source Indefinite Delivery Indefinite Quantity (ID/IQ) contract with Charles Stark Draper Laboratory, Inc. Cambridge, MA. A Cost-Plus-Fixed-Fee ID/IQ contract is anticipated over a 60-month period.
Charles Stark Draper Laboratory, Inc. will provide for research, development, test and evaluation (RDT&E) engineering and technical services, independent assessment and validation, and fabrication support for miniaturization technology insertions, technology demonstration, engineering refinement, experiments, and operational studies. This contract will provide the capability to develop, adapt, and create new capabilities to significantly reduce the size, weight, and power of multi-chip processors and other related technologies. Draper Laboratory is the only organization capable of developing miniaturized multi-chip processors and other related technologies while maintaining system functionality. Draper achieves this capability using patented Micro-Electro-Mechanical (MEM) technologies. Since Draper holds these MEM patents, no other organization has the capability to achieve the same level of miniaturization of multi-chip processors while maintaining system functionality. With these patents, Draper laboratory is the only organization capable of meeting tactical requirements to significantly reduce size, weight and power of multi-chip processors and other technologies associated with the Government’s requirements.

Response must be received no later than 12:00 pm EST on day, Wednesday, August 31, 2022 as noted in Block 9 of the Solicitation SF33. Proposals shall reference “Solicitation Number N00178-21-R-4408” in subject line. Proposals received after that time may not be considered for award.
Electronic responses must be in Microsoft Word or Adobe Acrobat formats and the font size shall not be smaller than 10 point.
Note: This Solicitation is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. However, in accordance with FAR 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
