THIS IS NOT A REQUEST FOR PROPOSALS. This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation. THE GOVERNMENT WILL NOT REIMBURSE ANY OFFERS RECIEVED FOR THIS PRE-SOLICITATION SYNOPSIS.
