Description

Amendment 0003 to the RFP is hereby issued and attached for download. The purpose of the amendment is to make the following changes to the Solicitation:

Responses to RFI’s for Questions 1-3 (additional RFI’s will be posted soon)

RFIs due date is January 14, 2022.

The Due Date for Receipt of Proposals remains February 1, 2022 at 5 PM EST.

The Smithsonian Institution is seeking offers to Construct and Install Base Building Generator and Enclosure at the Submillimeter Array (SMA) Base Facility, located at 645 A’ohoku Place Hilo, Hawaii 96720, as described herein and the Contract Documents, including, without limitation, in the Specifications and Drawings for SF Project No. 1583705 both dated Julys 11, 2019.

All of the requirements which the successful Offeror must meet concerning this project are set forth in detail in the solicitation Documents included with this Request for Proposal. Upon the receipt of Technical and Cost Proposals and the selection of a successful Offeror, the Smithsonian Institution will execute a Fixed Price construction contract. The Smithsonian currently estimates that the fixed price for the entire project (Base Contract plus Option 1) will be between $900K and $1.5M.

The Work includes, but is not limited to:

  • Site work for construction of apron and structural slab for Building Generator and Enclosure
  • Site Infrastructure from slab to existing SMA Building and connections
  • Installation of SI provided CAT9 Generator and ASCO Avtron 4500 Load Bank
  • Option for Construction of Storage Building and Fencing

Critical Elements of the Work: The successful Contractor shall be fully qualified to install critical elements of the Work.

  • Electrical work associated with the installation of Generator and Load Bank
  • Civil site work including grading, site preparation, structural concrete slab
  • Commissioning of the Generator and Load Bank in coordination with Hawthorne CAT

The Period of Performance for the Base Contract is 182 Calendar Days from the date of Notice to Proceed. The Option, if exercised, an additional Ninety (90) Days will be added to the Contract Completion Time.

It shall be the responsibility of the contractor to immediately notify the Smithsonian Institution, if the target dates and proposed packages of work described herein adversely affect the Contractor’s Critical

Path Schedule (also refer to throughout this RFP as the Progress Schedule) for the final completion date of this project. Contractors may propose an alternate schedule which illustrates the completion of the project in advance of the completion date, for review by Smithsonian in accordance with the terms of the contract.

This Request for Proposal (RFP) is intended to provide all Offerors with sufficient information to enable them to prepare and submit offers for technical and cost review and consideration by the Smithsonian Institution.

This solicitation neither commits the Smithsonian Institution to pay any proposal preparation costs nor obligates the Smithsonian to procure or contract for construction or any other services. It shall not be construed as authorization to proceed with or be reimbursed for any of the costs for any of the work specified herein.
