Description
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a modification to an existing fixed price type Advance Acquisition Contract (AAC) to add contract line items (CLIN) for Low Rate Initial Production (LRIP) Lot 1 MQ-25 Stingray Unmanned Aircraft Systems (UAS) and related supplies and services. The modification will be awarded to The Boeing Company (Boeing), St. Louis, Missouri on a sole-source basis and will include option CLINS for LRIP Lots 2 and 3. The anticipated quantity is four Air Vehicles in Lot 1, four Air Vehicles in Option Lot 2, and four Air Vehicles in Option Lot 3.
It is anticipated that this procurement will include the supplies and services necessary to manufacture and deliver the required number of U.S. Navy (USN) MQ-25 Unmanned Aircraft (UA) and related production support, to include; special tooling and special test equipment; systems engineering; production management; parts obsolescence; engineering change proposals; trade studies; non-recurring engineering; integrated logistics support; and technical, administrative, and financial data.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed LRIP Lot 1 action. Boeing is the sole designer and developer of the MQ-25. The time required for another source to design, integrate, and test an aircraft would result in an unacceptable delay in fielding the MQ-25 capability to the Fleet.
THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement must be done in accordance with federal procurement law.
