Description

August 7th, 2024 Update: This pre-solicitation synopsis is updated to classify this procurement as an anticipated SBA Certified Women-Owned Small Business (WOSB) Program Set-Aside (FAR 19.15).

This pre-solicitation synopsis is a follow-up from the Advanced Computer-Based Training Systems (ACTS II) Sources Sought issued on 11 April 2024. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL, intends to issue a solicitation for the procurement of training solutions to support the ACTS portfolio. The resultant contract is anticipated to be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period. Resultant Delivery Orders may be issued as either Cost Reimbursable, Firm Fixed Price, or a hybrid of both.

This procurement is anticipated to be competed as a 100% SBA Certified Women-Owned Small Business (WOSB) Program Set-Aside. Interested WOSB vendors must be registered as ACTIVE in the System for Award Management (SAM) website to be considered for award of any Department of Defense contract. The SAM website can be accessed at www.sam.gov.

Draft documents are attached to this posting and are available for comment. Comments must be received within fifteen (15) days of publication of this notice via email no later than 09 August 2024 at 5:00 P.M. EDT to Contract Specialist, Ms. Samantha Treacy, at samantha.a.treacy.civ@us.navy.mil and Contracting Officer, Mr. Dean DeFord, at dean.p.deford.civ@us.navy.mil.

A final solicitation along with all attachments necessary to prepare a proposal are anticipated to be available on SAM.gov on or about 4th quarter FY 2024, with a tentative closing date of 1st quarter FY 2025. It is the responsibility of the potential vendors to monitor SAM.gov for any information that may pertain to a future solicitation.
