REQUEST FOR INFORMATION SPE603-24-R-5X11
FUEL OPERATIONS SUPPORT IN FUJAIRAH, UNITED ARABS EMIRATES AREA
DLA Energy is seeking information on industry capabilities/interest/potential sources for the Receipt, Storage, and Issue of DLA Energy owned turbine aviation fuel, commercial grade JP5 and Fuel Naval distillate Grade F76 in the Port of Fujairah, United Arabs Emirates (UAE). This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The information gathered from this announcement will be used to determine if responsible sources exist. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. This information is subject to modification and in no way binds the Government to award a contract on the basis of this RFI.
The U.S. Government anticipates issuing a solicitation for the award of a firm-fixed price contract. The contract period of performance will be for a four-year base from August 1, 2025 – July 31, 2029, 1 (one) five-year option from August 1, 2029 – July 31, 2034, and an option to extend not to exceed (NTE) six months from, August 1, 2034 – February 28, 2035.
CONCEPT OF OPERATIONS: Aviation fuel operations would primarily consist of Receipt, Storage, Protect and Shipment of U.S. Government-owned Petroleum Products.
AREA OF CONSIDERATION: Port of Fujairah, UAE Area
ESTIMATED ANNUAL THROUGHPUT: 600,000 BBLS
CAPABILITIES SOUGHT:
- Storage of Government owned product(s).
- All product(s) must be held at a single location.
- Existing commercial petroleum storage facility.

Interested firms must include in their submission, the RFI number SPE603-24-R-5X11 in the subject line of their emails. The following information is requested:
1. Please provide a brief summary of the company profile and its core competencies to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, business size, and a statement regarding current business status. Please note that registration in System for Award Management (SAM) and Wide Area Work Flow (WAWF) are required for DLA Energy contractors. Please also provide Point of Contact (POC) information to include name(s), address, email, and phone number.
2. Capability Statement. Provide a brief explanation of your firm's capabilities to provide Contractor-Owned, Contractor-Operated Fuel Storage Facilities, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, account for petroleum products, maintain the associated aviation fuel facilities and to provide qualified and experienced personnel, with appropriate clearances, if required.
3. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar aviation fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to COCO fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken.
