Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. 

The intent of this notice is to identify potential offerors for market research purposes and to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. The information received will be utilized within Naval Facilities Engineering Systems Command (NAVFAC) Marianas to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

NAVFAC Marianas FSC CORE is seeking potential sources that are capable of providing services for Tire & Wood Collection and Disposal Services at all Naval Base Guam Activities and Tenants, various Andersen Air Force Base Activities and Tenants and Other U.S. Military Activities or DOD/Federal Agencies at Various Activities/Locations, Guam, M.I.  The applicable North American Industry Classification System (NAICS) code is 562111, Solid Waste Disposal. The proposed services are: Tire and Wood Material Collection and Disposal Services.

The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, and transportation, except otherwise specified herein, necessary to perform the requirements listed above.

The resultant contract for this acquisition, if any, will be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract term will be a three (3) year base period consisting of three (3) one (1) year ordering periods, one (1) three (3) year option periods consisting of three (3) one (1) year ordering periods; and one (1) two (2) year option period consisting of two (2) one (1) year ordering periods with a final option period of six (6) months. Only the base period of the contract will offer a minimum guarantee.

The Solicitation, if any, will be posted to the System of Award Management (SAM) website at https://sam.gov/ and/or the appropriate Government wide point of entry (GPE).

Respondents will not be notified of the results of NAVFAC Marianas FSC CORE’S market research. NAVFAC Marianas FSC CORE will utilize the information provided for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.

Firms having the capability to perform this work are invited to submit qualifications information, limited to five (5) pages (8 1/2” x 11”), no later than 06 February 2025, 11:00AM Guam Time.

In addition to the capabilities statement (preceding), firms are also requested to review, and submit the attached questionnaire no later than 06 February 2025, 11:00AM Guam Time.

Respondents shall ensure that all correspondence addressed to the United States Government is submitted in English or with an English translation.  NO TELEPHONE CALLS OR FACSIMILES WILL BE ACCEPTED. The Government may not respond to questions regarding this Sources Sought Notice or the anticipated Solicitation, if any.  Responses received after the deadline or without the required information may not be considered. The Government will not provide a debriefing on the results of this notice.
