RFQ 127EAX22Q0027 Amendment 0001 - Extention  Columbine Roof Replacement   NAICS:  238160  PSC:  Z2AZ

1. Introduction.  The USDA Forest Service, Coronado National Forest, Tucson Arizona, has a requirement to replace the roof of the Columbine Visitors Center. The project includes removing existing roofing on approximately 1500 sq ft and replace with new roofing materials and all appurtenances.  Replace damaged sub-roof (estimate 20%) with new decking material and install ice and water shields, 24” minimum width along roof eaves.  Install approximately 200 LF of metal gutters to include 4 downspouts.

All work shall be completed in accordance with the project specifications.  The project includes all labor, materials, and equipment necessary to perform all the operations for the work specified.  

2. Type of Award. As a result of this solicitation, the Government anticipates awarding a Firm Fixed-Price Construction Contract using Simplified Acquisition with Request For Quote (RFQ) format.  NAICS code 238160 – Roofing Contractors is assigned to solicitation under Small Business Set-Aside ($16.5 million).  PSC code Z2AZ. 

In order to be eligible for award of a Federal contract, potential vendors, at time of award, need to have an active registration in the System for Award Management (SAM) at https://sam.gov/content/home.  

3. Basis for Award – Best Value-Tradeoffs – See Section M (last section of this document)

4.  How to submit your offer.  Submit RFQ pages 4 through 6, and Section K, as your business (schedule of items) proposal.  In a separate document, submit all the information requested in Section M as your technical proposal.

Deadline for submission of offers shall be July 15, 2022, 13:00 p.m. (Eastern Daylight).

                Location: Columbine Visitor Center

Work shall take place at the Columbine Visitors Center which is located on the Safford Ranger District of the Coronado National Forest in Graham County, Arizona. The building may be accessed by using Swift Trail (AZ 366) which begins at U.S. 191, 7 miles south of Safford, or 28 miles north of Exit 2 off I-10. The Visitor Center is located approximately 29 miles from the junction with U.S. 191, on the top of the Pinaleño Mountains. AZ 366 is a two-lane road, paved for 23 miles, then dirt for 6 miles.
