Description

The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Mobility and Training Aircraft Directorate (WL), KC-46 Division (WLC), hereby releases the KC-46 Support Equipment (KSE) Multiple Award Contract Indefinite Delivery Indefinite Quantity (MAC IDIQ) pre-solicitation in support of the KC-46 Support Equipment (SE) requirement for the KC-46 fleet.  This is a follow-on pre-solicitation to Sources Sought Synopsis FA8609-2021-04.  The requirement consists of ground-based SE used to support KC-46 operations within four major categories:  Peculiar SE, Common SE, SE used to support SE (SE for SE), and standards and probes.  The draft Statement of Work (SOW) and other associated documents are attached to this announcement. Please read them carefully and in their entirety. The documents below are DRAFT only to facilitate a Virtual Industry Day discussion and feedback. As such, these DRAFT documents may be modified and/or amended at the Air Force’s discretion prior to final publication of the formal Request for Proposal.  The documents consist of the following:

20 Apr 2022:  The KSE Virtual Industry Day originally planned for Thursday, 28 Apr 22 has been POSTPONED to Thursday, 12 May 2022.

10 May 2022:  The KSE Virtual Industry Day planned for Thursday, 12 May 2022 has been again POSTPONED to Thursday, 19 May 2022.  We apologize for any inconvenience this may cause.  The times for the general session and one-on-ones will be the same.  For companies who have already responded and have RSVPd for either the general session, a one-on-one session, or both, we ask that you again RSVP for the new date and time.  We will try to acommodate  as best as possible the same one-on-one RSVP times for those companies who RSVPd for a one-on-one time for the original 12 May 2022 Industry Day.

12 May 2022:  The KSE Virtual Industry Day planned for Thursday, 19 May 2022 has unfortunately been POSTPONED again to Thursday, 26 May 2022 due to unavailability of Government personnel on 19 May 2022.   We again apologize for any inconvenience.  The times for both the general session and one-on-ones will be the same as previously mentioned.  Additionally, we would request companies again RSVP for the new date and time, and we will try to accomodate previous RSVP times.  We appreciate in advance your flexibility and support and look forward to the engagement.  Details of the Virtual Industry Day are as follows: 

The general session for all attendees will be held on Thursday, 26 May 2022 at 11:00am-12:30pm EST.

One-on-one sessions are available on a first-come, first-reserved basis from 1:00-1:45pm, 2:00-2:45pm, 3:00-3:45pm, 4:00-4:45pm, and 5:00-5:45pm. All sessions will be scheduled in EST. Additional one-on-one session meeting times will be made available the following days, starting at 10:00am EST, if necessary.

Interested parties (potential prime contractors only) must submit their name, employer, phone number,email, and any questions related to the acquisition to Mr Josh Richey at Josh.Richey@us.af.mil, Ms Jennifer Bryant at Jennifer.Bryant.12@us.af.mil or Mr David Long at David.Long.48@us.af.mil no later than 4:00pm EST, Monday, 23 May 2022. In addition, please indicate in your email your preference(s) for sessions with the one-on-one with USAF (e.g. “[Interested party] would like to participate in the general session and the one-on-one session with the USAF personnel from 12:00pm-12:45pm on 26 May 2022.”). Exceptions will not be made for late registrations. Attendees will be sent a teleconference phone number, charts, and meeting confirmations through their provided email prior to the Virtual Industry Day.  The general session and one-on-one meetings will be held at the unclassified level.

This virtual Industry Day Notice is issued solely for information and planning purposes and all information provided is subject to change. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This virtual Industry Day Notice does not commit the USAF to contract for any supply or service, whatsoever. Furthermore, the USAF is not, at this time, seeking proposals. Respondees are advised that the USAF will not pay for any information or administrative costs incurred in response to this virtual Industry Day Notice. The Government will not assume liability for costs incurred by any attendee for travel expenses or marketing efforts. All costs associated with responding to this virtual Industry Day Notice will be solely at the responding party's expense.

22 June 2022: The KSE Industry Day General Session charts and Q&A's are now posted.  The Government continues to refine the RFP documents based on input from the KSE Industry Day.  Industry is encouraged to continue to monitor SAM.gov for further updates.

12 July 2022: The KSE Capability Statement has been posted in Excel format. The Government requests all interested vendors to complete the Capability Statement by completing the cover page, marking the parts that can be provided, and listing the lead time for the parts. This is NOT a request to solicit quotes from other vendors. Please email the completed Capability Statement NLT 22 July 2022 to the following POC's:

As noted in the Industry Day Q&A the Offerors are expected to provide a minimum of 260 items from the overarching list of peculiar
parts (including SE for SE) or a minimum of 84 items from the NDI list.

20 July 2022: The KSE Capability Statement NDI tab has been revised and the updated document is posted. Due to the update to the Capability Statement the due date for the completed Capability Statement is now 29 July 2022
