Description

NOTICE OF INTENT TO SOLE SOURCE -- The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to solicit and award three (3) indefinite delivery, indefinite quantity (IDIQ) contracts for up to 48,683 Next Generation Integrated Head Protection Systems (NG IHPS) on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulations (FAR) 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.  

Awards will be made to:  Avon Protection Ceradyne, Inc., 4000 Barranca Parkway, Suite 100, Irvine, CA 92604-4710; Gentex Corporation, 324 Main Street, Simpson, PA 18407-1182; and Galvion Technologies, LLC, 36 River Road, Essex Junction, VT 05452-3808.

This notice of intent is not a request for proposals or quotations. The projected award date is July 2021.  No official solicitation is being issued therefore requests for copies of the solicitation in response to this notice will not be honored or acknowledged.  A determination by the Government not to compete this proposed action, based upon responses to this notice is solely within the discretion of the Government.  Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

Interested parties must identify their capabilities in their response to this notice no later than 4:00 p.m. EST on 17 July 2021.  All information submitted should support the interested party’s capability to provide the items required, and shall be furnished at no cost or obligation to the Government.  Responses must be submitted in writing electronically and must provide clear and concise documentation indicating the party’s bona fide capability to produce the NG IHPS.  Verbal responses are not permitted and will not be considered.  Responses or questions to this requirement shall be submitted electronically to lisa.j.yamakawa.civ@mail.mil.
