Synopsis:

The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZE), Edwards AFB, CA intends to issue a sole source contract to AT&T Government Solutions, 3033 Chain Bridge Rd Oakton, VA 22185-0001, for the Joint Strike Fighter (JSF) Joint Operational Test Team (JOTT) Fiber Optic Internet Line. AT&T Government Solutions is the portion of the company who deals with government contracts. The contract will be executed by means of other than full and open competition, due to the need to maintain commonality, interoperability and compatibility with the current systems located within the Joint Strike Fighter (JSF) Joint Operational Test Team (JOTT).  

The authority permitting other than full and open competition is 10 USC 2302b - FAR 13.501 Supplies may be deemed to be available only from the original source in the case of a follow-on contract.

AT&T Government Solutions is the only vendor who can provide the Fiber Optic Internet Line for this contract.  The Fiber Optic Internet Line will continue to provide the required service for the existing Internet without a break in service.  Th Fiber Optic Internet Line will replace the DS3 Internet Line already in place.

 This effort was purchased for the Joint Strike Fighter (JSF) DS3 Internet Line under contract FA9302-17-C-0011 at Edwards AFB (JOTT). The government invested approximately $ 243,958.80 under Contract Number FA9302-17-C-0011 for Joint Strike Fighter (JSF) DS3 Internet Line, including with the four (4) Option Years. This requirement will change out the DS3 Internet Line with Fiber Optic.  The Government requests initial feedback, comments and questions be submitted no later than Five (5) calendar days from the date of this notice posted to www.Sam.gov. In accordance with FAR 5.207 (c) (16) (ii), all responsible sources may submit a capability statement, which shall be considered by the agency. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such, and will be properly protected from disclosure. No classified information shall be submitted. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel.

The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101 – Ombudsman, will be included in any potential solicitation and contract for this acquisition.
