1. Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) is issuing this Pre-solicitation Notice for Commercial Items in accordance with Federal Acquisition Regulation (FAR) 5.203. The NAICS code is 213112: Support Activities for Oil and Gas Operations

2. This acquisition is for the procurement of:

GENERAL DESCRIPTION: Non-Recurring, Base Period, Provide Clean-up inside the Fuel tank and Repair by Replacement of the fuel flow meters of Fuel tank vehicles, GOV# N96-53280 & N96-53458 for FLCY FUEL

DELIVERY LOCATION: CFAY Yokosuka

3. This requirement will be solicited on a full and open competitive basis.

4. The Government anticipates award of a Firm Fixed Price contract to the responsible offeror whose quote is the lowest price while meeting the requirements. The Government reserves the right to award to the company that is deemed the most advantageous for the Government.

5. Interested offerors can view the solicitation, and any attachments, at the Department of Defense (DoD) Solicitation Module in the Procurement Integrated Enterprise Environment (PIEE) website at https://piee.eb.mil/sol/xhtml/unauth/index.xhtml and Contract Opportunities on the System for Award Management (SAM) website at https://sam.gov/ when it becomes available. Unless otherwise indicated in the solicitation, this is an Internet-only solicitation. Hard copies of the solicitation will not be provided. It is the offeror’s responsibility to check the websites daily for any postings or amendments to the solicitation.

6. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION. All offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered and have an active status in the SAM database prior to the closing date for receipt of quotation to be eligible for award and must have active Representations and Certifications in SAM.

Contractors may obtain information on registration and annual confirmation requirements via the SAM website accessed via is https://sam.gov/content/entity-registration or by calling 866-606-8220 or 334-206-7828 for international calls and should complete the provisions associated with the annual representations and certifications identified in the Federal Acquisition Regulation (FAR) Subpart 4.1202 and Defense FAR Supplement (DFARS) Subpart 204.1202. Interested offerors are encouraged to register as soon as possible.

An offeror is required to be registered in SAM when submitting its quotation, and shall continue to be registered at all relevant times, i.e., time of award, during contract performance, and through final payment of the contract resulting from the solicitation. Offerors with no active SAM registration upon receipt of their quotation shall be considered ineligible for award. A contract cannot be awarded to a contractor not registered in SAM with ACTIVE status.  

7. This solicitation will require electronic submittal of a quotation through the Department of Defense (DoD) Solicitation Module in the Procurement Integrated Enterprise Environment (PIEE) or via other methods, if specified by the Government. In order to submit a quotation through the Solicitation Module in PIEE, you must have an active Proposal Manager role in PIEE at https://piee.eb.mil. Interested offerors are encouraged to register for the required role as soon as possible.
