Description
The following Amendment 001 is issued to publish Questions submitted by Vendors and the NIST responses.
Questions:
1. CLIN 0001. 1.5 General Requirements you ask to not exceed 445 kg (1000 lbs.) total weight of system. Is this still the max machine weight acceptable?
Answer: In the Statement of Requirements; III. MINIMUM REQUIREMENTS; CLIN 0001. General Requirements 1.5 The total weight of the system shall not exceed 455 kg (1000 lbs.). The maximum weight is not to exceed 445kg (1000lbs) which is the sum of the items as described in CLIN 0001, CLIN 0002, CLIN 0003, CLIN 0004.
2. CLIN 0008 Shipping FOB Destination. IV. Delivery. The requested delivery of 120 days ARO is aggressive with supply chain issues worldwide. Can delivery be extended at all?
Answer: The Contractor shall quote the typical delivery time for the Compact Hybrid Manufacturing System being offered based on an award issued on or before September 22, 2022.
The submission deadline for quotes is UNCHANGED.
***The due date and time for receipt of quotations continues to be September 2, 2022, no later than 4:00PM EST.
Only information received on or before the due date and time for receipt of quotations will be considered for award. Any quotation, or part thereof received after the due date and time for receipt of quotations, will be deemed late and not considered for award.

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07 effective August 10, 2022.
The associated North American Industrial Classification System (NAICS) code for this procurement is 333249 with a small business size standard of 500 employees. This acquisition is 100% set-aside for small business.
Responsible small business concerns may submit a firm fixed-price quotation in accordance with the specifications included herein and inclusive of F.O.B Destination shipping.
The National Institute of Standards and Technology (NIST) intends to issue a Firm Fixed Priced (FFP) purchase order to acquire one (1) Compact Hybrid Manufacturing System with a one (1) year warranty IAW the Statement of Requirements (SoR) incorporated in this Solicitation. All equipment must be new. Used or remanufactured equipment will not be considered for award.
