Description

The U.S. Department of Housing and Urban Development (HUD) located in Washington D.C., has a requirement for Single Family Housing Handbook Implementation and Support Services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” in conjunction with FAR 13.5 and 19.8. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. 

(1) This solicitation is issued as a Request for Quotations (RFQ) and the solicitation number is 86615622Q00007.

(2) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) Federal Acquisition Circular (FAC) 2022-07 thru August 10, 2022.

(3) Set-Aside Applicable to this Procurement and the Associated NAICS Code: This requirement is set-aside for 8a competition. The associated NAICS code is 541611– “Administrative Management and General Management Consulting Services” with a size standard of $15M.

(4) Line item number(s) and items, quantities, and units of measure are: See RFQ 86615622Q00007 and Attachment 0003 - Schedule of Services – Price Sheet.

(5) Description of Requirements for the Services being Acquired: “Single Family Housing Handbook Implementation and Support Services.” See Attachment 0001 - Performance Work Statement.  

(6) Date(s) and Place(s) of Performance: 1-year base period (January 6, 2023 – January 5, 2028) with four 1-year option periods. Performance shall be at the contractor’s site.

(8) FAR 52.212-2, “Evaluation—Commercial Products and Commercial Services” [Nov 2021] applies to this acquisition. See RFQ 86615622Q00007.

(9) FAR 52.212-3, “Offeror Representations and Certifications-Commercial Products and Commercial Services” [May 2022] applies to this acquisition. Offerors must complete annual representations and certifications on-line at sam.gov in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.

Questions received after this date may not be answered. Offers are due at or before Wednesday October 5, 2022, 2:00 pm EST.
