Pre-Solicitation Notice for the Cellphone Services to the U.S. Embassy Maputo

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Mozambique will launch the solicitation on SAM.gov website when it is available.
The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered.
The Embassy intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3). A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.
The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation.
All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov upon submission of their proposal, Any offeror not registered in SAM at the time of submission may be deemed non-responsible with no further consideration of their proposal pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register immediately if interested in this requirement.
