Description

Amendment 1: Solicitation 80GRC022R0017, ESHMA, is hereby amended. An updated copy of the RFP is attached. Offerors are responsible for reading the amended RFP and all changes contained therein. Additionally, a document with answers to Offerors' questions is attached. 

Notable Changes include (but not limited to):

  • Provision L.24 paragraph b of the RFP has been revised. (See 80GRC022R0017 - Final Request for Proposal (RFP) - ESHMA)
  • Include the applicable Wage Determinations: WD # 2015-4727 rev. 21 for Cuyahoga County, and WD #: 2015-4751 rev. 24 for Erie County. For IDIQ work in the Washington DC area refer to WD #: 2015-4281 rev. 27 for Washington DC.
  • The table in the SOW section 9.4.7 "Reports and Deliverables Table" has been corrected. References to section 7.4 of the SOW have been removed. (See Question 16 in the attached Questions and Answers document and Attachment A - ESHMA SOW)
  • Include a document with answers to Final RFP Questions
  • The page count of Total Compensation Plan (TCP) is excluded from the 80-page limitation within Volume I of the RFP. (See Question 5 in the attached Questions and Answers document)

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC)’s Environmental, Safety, Health, and Mission Assurance (ESHMA) solicitation.  The principal purpose of this requirement is to provide support services in four broad technical areas: Environmental, Institutional Operational Safety, Occupational Health, Aero/Space Systems and Ground Support Equipment Mission Assurance. Services will be required at NASA Glenn Research Center (GRC), which includes Lewis Field (LF) and Armstrong Test Facility (ATF), and at NASA Headquarters (HQ). Services may be required ant any other NASA facility once approved and placed on the contract.  

NASA will conduct this acquisition as a small business set-aside competition.  The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1,000 employees.  

This competitive acquisition will result in a Cost-Plus Fixed Fee (CPFF) Contract with an Indefinite Delivery - Indefinite Quantity (IDIQ) component.  The contract will have an effective ordering period of 5 years from the contract effective date, and total core with a potential period of performance of 24-month Base Period, a 24-month Option Period 1, and 12 -month Option Period 2. 

The anticipated contract award date is December 12, 2023, with a February 26, 2024, contract effective date. The contract will be performed at NASA Glenn Research Center (GRC), which includes Lewis Field (LF) and Armstrong Test Facility (ATF), and at NASA Headquarters (HQ). Services may be required ant any other NASA facility once approved and placed on the contract.
