Description

Armed Protective Security Officer (PSO) Services - Northern California

The US Department of Homeland Security (DHS), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services in Northern California.  The armed PSOs will protect federal personnel and property at federally owned and leased buildings. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods and an optional 6-month extension. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with fixed hourly rates.

This acquisition is being solicited as unrestricted.  Resultant task orders under this contract will be firm fixed price. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price.  The estimated PSO hours for Northern California is 2,845,028.15 hours for a 60-month period.  The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $22 million.  The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov.  No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management.

The solicitation will be issued on or about April 12, 2022.  No documents shall be made available prior to solicitation issuance.

April 14, 2022 - Solicitation Issued.  Questions should be submitted in writting as soon as possible but not later than April 25, 2022 at 1600 Pacific Standard Time to Kelly.M.Minturn@fps.dhs.gov.  Proposal Due Date is May 31, 2022 at 1600 Pacific Standard time.  

April 22, 2022 - Amendment 0001 posted to correct the date and time questions from interested vendors are due as shown on page 448 of 470 of the solicitation.  Questions are due April 25, 2022, at 1600 Pacific Standard time.  Proposal due date remains unchanged.  See Amendment 0001 for changed page 448 of 470.

May 20, 2022 - Amendment 0002 posted to provide revised RFP pages and answers to questions from industry.  Proposal due date remains unchanged,  May 31, 2022 at 1600 Pacific Standard time.
