Description

This advance notice is in response to the sources sought notice issued on 26 July 2022. As a result of this sources sought notice, the anticipated procurement will be full and open competition with geographic limitations.  In accordance with 10 U.S.C. 8669a, and the Navy’s ship depot maintenance policy, to obtain adequate competition, the solicitation area is expanded to include entities whose port space is located within a 250 mile radius from the homeport of Port Hueneme, CA.

The purpose of this NSWC PHD procurement is to award a contract to a suitable Industrial Activity that will provide maintenance and repair services in support of the SDTS Program during a SRA maintenance period.  NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA). The resulting contract will be administered by Navy Southwest Regional Maintenance Center (SWRMC).

The SDTS is a registered U.S. Navy ship that provides a unique mission capability as a remotely controlled Spruance Class destroyer, supporting test and evaluation of shipboard sensors, weapons and combat systems within the close-in self-defense zone.  The current SDTS, PAUL F. FOSTER (EDD 964), has been in active service for over 47-years.  The SDTS SRA maintenance period is currently planned for a six and one half month period 15 APR to 31 OCT 2024.
