Synopsis – Tactical Vehicle Wash Facility on Picatinny Arsenal, NJ.

The United States Army Contracting Command-New Jersey, on behalf of the US Army Garrison, Department of Public Works, Picatinny Arsenal, NJ intends to solicit (as a 100% small business set-aside) a new contract for the demolition of an existing vehicle wash and construction of a new Tactical Vehicle Wash Facility (TVWF) on the same site. The existing site is at building Bldg. 242 on Picatinny Arsenal, New Jersey. The new TVWF shall be constructed upon the existing B242 foundation and utilize the existing slab infiltrations. The TVWF must be built to accommodate noncommercial passenger vehicles, commercial trucks, and tactical vehicles (to include self-propelled tracked howitzers and tanks). The contract performance period shall be ten years, with a base period for demolition, construction, and commissioning (to be proposed), with the remaining contract term intended for operational supplies and preventative maintenance service, and an extended warranty for the building and modular equipment. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS) IAW, DoD, Army, Installation Management Command (IMCOM), industry publications and standards, and federal, state and local regulations. The Contractor shall ensure all applicable standards and requirements are flowed down to subcontractors. Subcontract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary, if not Government furnished, as defined in the PWS.

The Contractor shall also have responsibility to provide administrative services necessary to perform the work, to include, but not be limited to, the following: supply, quality control, contractor financial control, and maintenance of accurate and complete records, files, and libraries of documents to include Federal, State, and local laws, regulations, codes, technical manuals, and manufacturer's instructions and specifications.

The anticipated contract type will be an indefinite delivery, indefinite quantity (IDIQ) contract, using Firm Fixed Price (FFP) task or delivery orders. The contract minimum guarantee will be $50,000.00, with a maximum ceiling of $5M. Prospective Offerors must be registered with the System for Award Management (SAM) http://www.sam.gov, and must self-certify as a small business entity in order to be eligible for award.
