NOTICE OF INTENT TO AWARD A SOLE SOURCE
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.
The Naval Research Laboratory (NRL) intends to award a sole source purchase order to to furnish:
We are deploying the first particle tracking velocimetry (PTV) system for a
NASA-funded experiment. The project is centered on visualizing and quantifying 3D fluid flow and sediment transport by wind on Earth and
other planetary bodies by directly measuring turbulence and transport in a low-pressure wind tunnel, the MARSWIT, at NASA Ames. This
requires rental of an entire PTV system which includes a high repetition rate dual cavity laser, programmable timing unit, remote aperture
and focus targets and lens, and travel for the system’s engineer to finalize the system integration and conduct the training on using this new
system. These items are necessary to rent from LaVision as it is compatible with cameras and LaVision software currently owned by the NRL
and designed by their software engineer. These are the fundamental items for conducting PTV experiments outlined in the NASA-funded
project. LaVision is chosen as the sole source as the outlined items for this PR will be integrated into the existing LaVision system
components already owned by NRL.
The North American Industry Classification System Code (NAICS) for this requirement is 238910 with the size standard of Small . The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 6640 .
This purchase will be made utilizing Simplified Acquisition Procedures in accordance with:
- Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000.
Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
