Notice of Intent to Increase Contract Value

Contract Number 80JSC018D0002

NASA/Johnson Space Center (JSC) intends to increase the contract value of the Aircraft maintenance, Logistics, Integration, Configuration management, and Engineering (ALICE) Contract, 80JSC018D0002, by $60 million. The increase is required by May 31, 2022, to allow for continued support for aircraft at Johnson Space Center at Ellington Field in Houston and at El Paso, Texas; Langley Research Center, Hampton, Virginia, and Goddard Space Flight Center, Wallops Flight Facility, Wallops Island, VA; and other remote sites, domestic and foreign, where services are required through February 28, 2023, when a follow-on contract is awarded. The support includes flight operations, maintenance, repairs and alterations, and engineering services for a variety of airframes, engines, appliances and support equipment at the various locations.

NASA/JSC intends to purchase the services from Yulista Tactical Services, LLC by other than full and open competition as authorized by FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements.

The current contract was awarded on December 17, 2018, and the period of performance ends on February 28, 2023. Only the incumbent, Yulista Tactical Services, LLC, has the capability to provide continuous uninterrupted services through February 28, 2023.

The Government does not intend to acquire a commercial item using FAR Part 12.

This Notice of Intent is to increase the contract value and is not a request for competitive proposals. Any responses to this notice must show clear and convincing evidence that competition of the work would be advantageous to the government.

THERE WILL BE NO SOLICITATION AVAILABLE FOR COMPETITVE PROPOSALS.

ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.

A determination not to compete this contract increase based upon responses to this notice is solely within the discretion of the Government.
