Description

Amendment 0003 issued to answer Vendor Questions and make changes.

Amendment 0002 changes the Offer Due Date.

Amendment 0001 issued to correct the the date/time listed for the Site Visit at the Security Operations Center (SOC) in Leesburg, VA. on the SIR in Section L, Clause 3.2.2.3-63 SITE VISIT (CONSTRUCTION) (JUL 2004) from February 20, 2023 at 10:00 AM ET to February 22, 2023 at 10:00 AM ET.  Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended.

The Federal Aviation Administration (FAA) is issuing Screening Information Request (SIR) Number 697DCK-23-R-00139 Air Handler Replacement at the Security Operations Center (SOC) located at 991 Sycolin Road SE, Leesburg, VA. 20175 as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice.  

The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA’s Acquisition Management System (AMS), which became effective on April 1, 1996, is utilized in place of the Federal Acquisition Regulation (FAR).

The NAICS code for this acquisition is 238220, Plumbing, Heating, and Air-Conditioning Contractors and the small business size standard is $19 million average annual receipts over the past 3 fiscal years

The estimated magnitude of construction is between $100,000 and $250,000.

SITE VISIT

The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on 22 February 2023 at 10:00 AM ET at the FAA Security Operations Center (SOC) located at 991 Sycolin Road SE, Leesburg, VA. 20175.  Please provide Kay Morello at kay.f-ctr.morello@faa.gov with a list of attendees by February 20, 2023 at 5:00 PM ET. Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications.  Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED.

OFFER SUBMISSION

Please see Part IV – Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, for complete offer submission requirements.  All offers must be submitted NO LATER THAN 08 March 2023  at 5:00 PM ET. Any responses received after this date and time, will not be considered in accordance with AMS provision 3.2.2.3-14, “Late Submissions, Modifications, and Withdrawals of Submittals.”  If all requested information is not furnished, the vendor's response may be determined ineligible.  Telephone inquiries will not be accepted.

SET ASIDE

This requirement is offered to all qualified, responsive concerns and offers will be set aside for Small Business as described in Section I of the SIR. 

EVALUATION

Offers will be evaluated using criteria described in Section M of the SIR.  Technical combined with Past Performance and Experience is more important that price.  However, due to funding constraints price is still an important factor.  Please see Part IV – Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement.

No individual notification of any amendments will be provided.  It is the Offerors' responsibility to visit this website frequently for updates on this procurement.  All questions must be addressed to the Contracting Officer in writing. Any questions regarding this SIR/RFO must be received by March 2, 2023 at 5:00 PM ET to kay.f-ctr.morello@faa.gov.  All correspondences must contain the SIR # in the subject line.  Telephone inquiries will not be accepted.
