Description

This Department of Homeland Security, Customs and Border Protection (CBP) intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) with Firm Fixed Price and time and material line items for the procurement of advanced electronic device exploitation services on a sole source basis to Valence Vector Labs, LLC, 1104 S. Philadelphia Blvd., Suite 700, Aberdeen, MD 21001. The services to be acquired are to provide data discovery, data recovery and cyber forensics services on collected devices in support of its homeland security mission. To meet this requirement, collected exploitable materials will need to be characterized, analyzed and reported on, to include the recovery of onboard stored encrypted digital data, device functionality, firmware analysis and data extraction, and the identification of any device modification from an Original Equipment Manufacturer (OEM) standard configuration. This comprehensive effort has been designed to inform a complete characterization and exploitation of the submitted device.

This is a non-competitive contract action under the authority of FAR 6.302-5(b)(6), Sole Source Awards under the Veterans Benefits Act of 2003. VVL is the sole proprietor of their acquisition and analysis software package that is the only tool known to CBP that will directly fulfill the need for full access to a variety of foreign made electronic devices regardless of their encryption capabilities. The Justification and Approval will be posted in accordance with FAR 6.302-5(a).
